The area of longitudinal tension reinforcement should not be taken as less than As,min.
Recommendation
The recommended value for the minimum reinforcement areas is:

Alternatively, for secondary elements, where some risk of brittle failure may be accepted, As,min may be taken as 1,2 times the area required in ULS verification.
